    QSR1921/1/10/1e(i) Harold Pickering on his Oath saith as follows: - I am an Associate Member if the Royal Sanitary Institute and a Member of the Institution of Municipal Engineers. I am the Surveyor to the Luton Rural District Council. I was present at a meeting of the Luton Rural District Council held on the 1st day of March 1920 when a letter was received from the owner of the hereditaments through which the existing footpath runs applying for the consent of the District Council which said consent was duly given at a meeting of the said Council held on the 21st day of June 1920. I produce a plan (marked “A”) and signed by me particularly describing the present highway or footpath situate in the parish of Stopsley in the County of Bedford of which part thereof is proposed to be stopped up diverted or turned. The part thereof so proposed to be stopped up is particularly describe on such plan and thereon coloured dark brown between the point marked O to A and S thereon and the public highway or footpath proposed to be substituted and made in lieu of the part of the said existing public highway or footpath so proposed to be stopped up is also particularly shown on the said plan and coloured green thereon between the points marked B and A thereon. The said plan is a correct enlargement of so much of the Ordnance Survey Map or Plan of the said Parish of Stopsley as is material for showing the effect of the proposal to stop up divert or turn the said existing public highway or footpath and I have ascertained from actual measurement that the metes bounds and admeasurements marked on such plan are accurate. I produce a certified extract (marked “B”) of the minutes of a meeting of the Parish Council of Stopsley held on the 5th day of May 1919. I produce a certified extract (marked ”C”) of the minutes of a meeting of the Luton Rural District council held on the 21st day of June 1920. In pursuance of the said resolution on the 20th day of September 1920 on instructions given by me application was made to the Justices of the Peace for the Petty Sessional, Division of Luton for two Justices to view the said footpath in accordance with the requirements of the Statute in that behalf and the said Justices then agreed that the said view should be made to my personal knowledge it was made. On direction of the said two Justices I drew up a notice and I produced a copy of the said notice which was issued by me (Marked “D”) which said notice was duly posted in accordance with the Statute in that behalf. I produce four copies of the Luton News dated respectively 30th day of September and the 7th, 14th and 21st days of October 1920 (marked “E”,”F”,”G” and “H”) which said newspaper is the principal local paper circulating within the district within which the footpath is situated in which said issues copies of the before mentioned notices are inserted. I produce an assent (marked “I”) by the owner of the land over which the proposed new footpath is to be made. I produce a certified extract (marked ”K”) of the Minutes of a meeting of the Parish Council of Stopsley held on the 5th day of July 1920 confirming the resolution of a meeting of that council passed on the 5th day of May 1919.
