    With the changing environment of local government the County Council and Bedford Borough Council recognised that a key factor in their ability to address the needs of their areas was the involvement of local communities and their elected representatives. The two councils therefore wished to establish partnerships with representatives in the Borough area as a step towards the longer term aim of establishing Urban Community Councils on a fully elected basis with real authority to take action. It was proposed to establish Urban Community Councils for: a) The Brickhill area (Brickhill Ward plus polling district L (Mallard Hill). b) The Queens Park Area c) The Cauldwell and Kingsbrook area. The Community Councils first met in 1994. Brickhill became a civil parish in April 2004. The other two Community Councils ended in 2013.
