- Scope and Content'The entire action depends on his [Downe's] evidence as you will see from a letter of Mr Matthews of which I enclose copy.' On dorse, copies of letters from W Matthews (2 April) and James Cooper's reply (5 April). Letter from Matthews states that he has seen Captain Downe who told him that when the ship Wellington was at Newport she had no stores on board and that by the letters he holds, the owner authorised him to order the stores, and thus pledge his credit. The goods were supplied for the use of the vessel and the vessel was not under charter to anyone else at the time. Reply from Cooper encloses order for examination in London to be served on Downe. His expenses should be paid. The order has the same effect as a subpoena and Downe is bound to obey it. Requests Matthews send the original order and any other papers.
