    Thank you for your letter of the 16th May returning one copy of the draft scheme. I agree that the area of benefit of the charity is the Borough of Bedford as constituted at the time that the Commissioners’ scheme of the 17th May 1916 was established. You will remember that you raised this point in your letter of the 5th may 1965 but in view of your letter of the 20th July 1965 the draft scheme did not provide for the extension of the area of benefit to the Borough of Bedford as for the time being constituted as the trustees of the Municipal Charities will only be acting as trustees of the above mentioned charity. Please let me know whether in the circumstances the draft Scheme as drawn will be acceptable so that I can send you instructions as to the publication of the necessary statutory notices. As regard Mr. Arnold, the Commissioners were informed by Mr. Speed in his letter of the 1st September 1966 that Mr. E. Arnold of 60 Phillpotts Avenue, Bedford, was the only surviving member of the former Bedford Guild of Help, the Executive Committee of which as successor to the Bedford charity Organisation Society administered the charity.
