The officer is saying "Nothing to worry about Sir he belongs to a a gun club". The seated female is holding a Luton On Sunday newspaper with the headline "Ministers call for tighter firearm control". This cartoon may be a response to tighter gun controls discussed in parliament 17 October 1996, as the MP for Luton North, John Carlisle, spoke out against a proposed ban on the majority of handguns.
