    Points out that it was stated in the letter to Mr. Madison that we should abandon the Orders in Council when France repealed the Decrees. If she did, France and England would both have the American Trade. If we repealed first we should have the monopoly which if disturbed by France would bring on war, and if America smuggled to France all her trade would by her own consent be prizes to our Admiralty.
