Gives thanks for the Bill re the Orders in Council. No provision is made for the duties on cargoes of ships calling or forced to call here without unloading. Thinks Parliament is wasting time on regulations which will never be carried into effect. If America submits she will cease to be independent, so that she will never submit as she would be degraded below a colonial state.
