- Scope and ContentOwing to the state of Europe it is inadvisable to risk property in any port. America does not wish to go to war with anyone so has made the embargo general, despite the loss that will be entailed. America is self supporting and would be happier if all connection with Europe was cut off. If the ports of Great Britain were thrown open to all nations it is thought that it would defeat the object of the Emperor of France.
