Asks if it be possible to introduce the fact that His Majesty [George III] refused to reply to a letter from Napoleon in 1800, & on another occasion to one from the Emperor Alexander, because Napoleon was mentioned in it. It has always been custom for rulers, though at war, to correspond on births, marriages & deaths.
