Scope and Content
The persecution of Dissenters in Birmingham, who see no benefit in an inquiry as a memorial has been presented. The local Dissenters are full of doubts, & those in London have given no opinion that what is proposed meets with their wishes. Fears a debate will bring out points which will not increase their popularity. Government are much to blame in the matter. (This refers to the Birmingham riots of 1791).
