- Scope and ContentThe reasons behind the proposition are that the Town Council wishes to expand its accommodation, the Technical Institute Committee requires a site for a new building; the Central Schools are regarded by the Board of Education as unsuitable, and the Modern School desires to move further out of the town. All these requirements could be met by the acquisition of the Harpur Street site by the Town Council and its division into four main parts: 1) Convertion of Bedford Modern School into a Civic Centre, 2) Central School could accommodate a new technical education centre 3) The Harpur Trust offices could remain as existing 4) Midland Road shops to remian and possibly be improved.
