- Scope and ContentCannot say when the proposal for the Dublin conference was made. It seems to have originated with the Prussian minister at Petersburg & communicated in a note from Budberg to Stewart. Thinks Hamburg was garrisoned by Dutch & not a considerable force of French. Supposes there will be a vote of thanks to Gambier (?) & Cathcart. S.W. should see Tucker, who will give curious information with regard to former. The fleet was much mismanaged.
