    Summary of the case of Jackson v Thornhill, Ro. 76. Jackson erected in Godmanchester and 5 other places locks or sluices. On dispute arising about toll, a petition was made to the Lords of the Council, and referred to the Lord President, the Earl of Manchester. Thornhill on 20 October 1627 undertook to pay what the latter ordered; and between 20 October and 23 April he carried 2120 tons of coal. On 24 April the Earl of Manchester fixed the toll at 2 1/2d per ton at every lock. Thornhill then refused to pay, urging (1) that the river is a common river and (2) that he had no notice of the Earl's order. Judgement was given for Jackson. Marginal note: 'Jackson had then an interest under Spencer for terme of yeares.'
