[Details of orders] Whereas Arnold Spencer upon the general approbation of the most part of the inhabitants in Essex and Suffolk near the river of Great Stour is willing to make it navigable from Manningtree to Sudberry; for the avoiding of controversies between Arnold Spencer and the owners of such grounds as he shall need to make use of, Arnold Spencer is to pay 20 years purchase for fee simple of such ground, and it is to be assessed by '2 indifferent men' of the parish, one chosen by Arnold Spencer, and one by the owner; any difference to be submitted to the Court of Sewers for arbitration; Arnold Spencer and his 'workmen for the water' shall have liberty to make stiles and fences and haling paths not exceeding 18 inches; and cut down trees paying 10s for the load; and scour (because this will help to prevent floods); no miller may interrupt the passage of boats; with right of appeal to the commisioners if his damage per annum is more than 5s.
