Scope and Content
Papers collected by William Wilshere, a lawyer of Hitchin, mainly in his capacity as solicitor to Samuel Whitbread, the largest land owner in Cardington. Whitbread's agent, James Lilburne, who had planned the Enclosure, was intended to be sole Commissioner, but could not be put in the Bill as a standing order of the House of Commons excluded agents of proprieters. Joseph Eade, another lawyer in the same firm as Wilshire, was therefore nominated Commissioner in the Act, but refusing to act was replaced at a meeting of properitors by James Lilburne. William Wilshere was appointed his Clerk and Solicitor. James Lilburne's son Thomas was Surveyor.
