Chairman Charles Robinson, of Market Hill Luton Straw Hat Merchant) 42 people named as attending ""& others"" .George Sell of 48 Stuart St, Luton, reported notice had been put up in places it ought to have been.George Bailey produces requisition for Meeting signed by 20 + Owners & Ratepayers reads Report of Local Board of Health for District of Luton.Recites: Meeting of Owners & Ratepayers of 31 Aug 1865 (listed fully - LHE 257) lease of 6 Feb 1866 (listed fully LHE 131) recites: Meeting of Owners & Ratepayers held at Town Hall, Luton, resolution carried by 400 votes to 7 Local Board empowered to build proposed Corn Exchange & Plait & General Market & Town Hall & to purchase necessary ground provided they did not spend more than £15,000 further without applying to parishioners at Public Meeting,13 Feb 1867.Recites : Meeting.Plait Market should be placed in the most central situation in the Town of sufficient size at a reasonable cost, 28 Feb 1867.Messuages purchased on Market Hill as follows :- of Thomas Sworder, Esq £1,050 of William Senhouse Gaitskill Esq £1400, of Mr Daniel Grace for £1050 Contract made with Messrs Smart of Luton, Builders to build the corn Exchange on Market Hill for £2529 actively carrying on the work. Recites: exchange of sites see LHE above, recites: Contract for purchase by Local Board of Health from trustees of late John Waller piece of ground in Cheapside & Waller Street (117 poles) where propose erecting Plait Hall & General Market ,12 mar 1867.Plans drawn up & tenders about to be asked.Government given consent for Local Board to borrow £15,000 on credit of General District Rates 21 Aug 1867(get it from Gresham Life).Local Board will be able to pay for above works & purchase of land & enable Local Board to widen approaches to Markets by purchasing for that purpose messuages belonging to Messrs Davis, Taylor & Trustees of Thomas Wingrave deceased doubts raised whether above resolutions adequate for 1858 Local Government Act purposes.
