    From Frederick Brown of Farley Hill, Luton to John Shaw Leigh Esq, understands ctee appt by Local Board to meet with Leigh re Brache Mill had considerable correspondence & trouble with them since Brown last saw Leigh re it, every propositon made 'without prejudice' & subj to Leighs approval says landlord bound to protect rights granted to tenant by orig lease & equally for tenant to protect landlords rights. Board willing to pump whole sewage back into the river so long as at liverty to pass by the stormd water (Brown protests : storm'd water of great value to his Mill) supports idea of sluice gate controlled by tenant. Board no control over it I am quite sure judging from their past conduct (which I consider to have been exceedingly disgraceful that if any power is placed in their hands that it will be abused. Same are proverbially well versed in the art of flattery & invecture, & indulge in the one or the other, as it best suits their purpose, but no confidence can be placed in the professions of such men.Suggests Leigh & Brown should serve joint notice of action - Board will then at once give way.
