A clause having been inserted in the enclosure act at the request of John Sowerby, Lord of the Manor of Lilley, Putteridge and Huckwellbury, and of the Rev Lynch Borough, Lord of the Manor of Cockernoe, Offley, St Leger, etc, empowering them to fix the boundaries of the said manors.

Scope and Content
A meeting was at the Sun Inn, Hitchin, for this purpose on 22 June 1809. They produced their evidence at the meeting. Mr Sowerby then gave himself no further trouble. Especially as he was mainly in London and not in good health.
However, when Mr Sowerby saw the award there was no reference to the boundaries. When he asked why, he was told he should have signed the boundaries and Mr Borough should have done the same. After hearing the evidence at the Sun Inn, Mr Borough refused to sign such an order. The Commissioners never told Mr Sowerby of this. Mr Sowerby 'now thinks himself not well treated by the commissioners........in respect of Mr Borough's conduct.....there cannot be two opinions'
