Governor's Report Thomas Henry Parkins, 19 years 3 months, Not recommended, He has had several chances to do well but has failed to take advantage of them, he seems detirmined to lead a dishonest life. Lily Daisy Fensome, 20 years 11 months, This case is not considered suitable for detention in a Borstal Institution, she will be 21 years old on 18th of this month & does not appear to be of criminal tendencies according to the report of the Chief Constable of Luton Borough.
