Of criminal tendences & associatesbad. His parents are respectable people but it appears from reports received, that they have no control over him. I am of the opinion that a long term in the Borstal System would be the best thing for him, as he requires strict disciplinefor some considerable time to make a man of him. He seems a good tempered youth. Edward Cogans; A civil well conducted youth, not recommended, he has not been charged or convicted before, seems to have got into bad company, with men much older than himself. A sharp sentence under the modified Borstal System( This means less than 2 years in Borstal Inst.) may pull him up in time, & help him to make good. Wm Dobson
