    The report takes in the history of the Compensation Charges, the asks; We beg you to suspend, for at least one year, the operation of the provisions of the Licensing Consolidation Act, 1910, with reference to the Compensation Charges & we particularly ask the Compensation Authority to certify to the Secretary of State that it is unnecessary to impose these charges for the year 1915. With due deference to the opinion of our opponents, we submit that such suspension will in no way retard the progress of temperance , nor will it be in any degree prejudical to the welfare of the comunity, but will be a just concession to licensed traders, whose losses through the War are excemtionally heavy, & who as a consequence find it most difficult to meet their ordinary financial obligations.
