Specifies use should be for food and other remains "liable to give rise to smells and encourage vermin", not for ashes which are still to be thrown into garden pits. Notes various items needing attention: a blocked drain, a climbing shrub which has come loose, failure to redecorate the rooms of a new inmate, and lack of mantle for a gas light.
