    He wishes the magistrates had either recommended some or at least rejected others. Is sure the magistrates feel that 'the first Object is the Hope of reforming its Inmates ..' and that 'every motive will induce them to purchase this object as cheaply .. as possible' 7 of the plans (and probably also Mr Elmes) are below £7000 and so should provide a sufficient Variety for selection. No one rejected on grounds of being above the sum concerned is constructed fully on the panopticon system Some of the 17 plans place the turnkeys in solitary confinement, others make provision for more than 36 prisoners and others make no capacity for future improvement, although this was requested. Only 3 plans fulfill all requirements, those of Mr Abbot, Mr Bevans and Mr Elmes [comments on them - all have some defect]
