Further to L 30/15/27/18, the unnamed leading Gentleman [Mr. Brooks] has sent a Memorial addressed to Mr. Townsend; enclosed [not present]. Lord Grantley and Mr. Lawrence both declined making a recommendation to Lord Shelburne. Mr. Lawrence said he would consult with Robinson as to what could be done hence his sending the Memorial and letter now. [Letter below]. Mr. Brooks is a Gentleman of great property and a considerable Merchant. Mr. William Gregson, who signs after Mr. Brooks, also has property and is a considerable Merchant and the leading person in the Corporation. Mr. John Brown is the Mayor of Liverpool, the rest are principal and respectable Merchants. No doubt of obtaining a recommendation from the Corporation to the Prime Minister as soon as they begin to recommend. Borrowing from friends at present as his relations offer no assistance. P.S. Mr. Brown the Mayor is a considerable Merchant and a Gentleman of great property. 19 November 1782 From Joseph Brooks to William Horner, Ripon [enclosure]: Letter accompanying Memorial. Mayor declined, Brooks thinks because he doesn't choose to give his name to any of the present Ministers. "A Memorial to Lord Shelburne specifying a particular place, not vacant, would be highly improper; I think one to him would not be well signed here until they see how he stands at the meeting of Parliament....".
