Translation: My Lord, Your Excellency will remember the complaints which were made on our side against the English officers who seized the French vessel the Philippine and the remarks that Mr Fitz-Herbert was charged to deliver on the subject at Versailles. These observations gave rise to some investigation into the background and this resulted in the proof that M de Roquefeuille had made a declaration which was given the lie by the facts. In consequence the King has decided to put this officer in prison while awaiting the retrospective punishment that he will be judged to merit. The decision which I have the honour to announce to you My Lord, is contained in a letter written to me by M le Comte de Vergennes and in the one which he had received from M le Snr de Castries. I think that I can do no better than send a copy of both to your Excellency. I have the honour to be, with complete and respectful affection, Your Excellency’s very humble and very obedient servant, de Rayneval M le Comte de Heredio has just arrived. I hope My Lord, that you will permit me to present him to you at a time which you will have the goodness to appoint.
