Mackay, a lieutenant in the 69th Regiment, had proposed to spend a year in Spain for his health and to improve himself in the language, having obtained General Cornwallis's Leave of Absence from the Garrison of Gibraltar for a year. He finds that his English pass is not sufficient for the purpose, without permisssion of the Court of Spain in writing, and applies to Grantham for such.
