Emigrant ship: "Countess Arran ", from Liverpool to New York with 120 passengers, after 7 weeks at sea, had to put back to Donegal; so much damaged, probably have to be broken up; unfortunate English passengers in utter destitution obliged to send £50 from Secret Service money. May need to send more. May furnish Stanley with "additional arguements (if such are wanting) for his proposed measure.
