    Responding to Graham's desire that Gore should communicate all that he can learn upon affairs of India. This is an official observation to the Secretary of the Admiralty. Russian troops at Tabriz, reported intention to advance to Ispahan. Gore wishes to submit for reconsideration late communication re Imaum of Muscat's Navy. Army of Mahomed Ali "has been in possession of Mocha and Judda for some months". Is it a reace between Russian and Mahomed Ali which shall obtain command of the Red Sea and Persian Gulf? Imaum of Muscat "most active, practical and hardy seamen of Asia". Need to placate Imaum because in conjunction with either Russians or Egyptians could seize Zansibar and cut off England from India as well as disrupt trade between India, Persia and Arabia. "When I contemplate that you cannot receive this observation under four months... I am almost forced to regret that I did not take upon myself all the onus and responsibility of at once accepting the offer of the Imaum of Muscat of the Liverpool and causing her to be brought to Bombay to await the decision of His Majesty's Government". Early on in his command found Imaum Muscat felt neglected and suggested sending one of HM's ships to his Highness, hoped revived better feelings towards the Governor General. Conciliate Imaum so that he be induced to send his ships of War to be placed in security at Bombay, until the affairs of Europe may render them harmless in his hands.
