- Scope and ContentLord Carlisle regrets that sudden change in Government has prevented him attending to your wishes in Mr Mitchel's favour. "An Accurate Minute has been preserved of your Application concerning him and Lord Carlisle had directed me to watch an occasion of assisting him - Had his Lordship continued in the Government, a practicable Opening to promote his Object might have been cultivated in the Intervals between the Sessions" - now impossible.
