Scope and Content
Cyril Flower was appointed a Lord of the Treasury by W.E. Gladstone, Prime Minister in Feb 1886. This meant that he had to vacate his seat. He was returned unopposed. He continued as a junior Lord of the Treasury until 1886 when Gladstone lost power. T.J. Hooper acted as 'acting under sheriff' to Charles W. Powell of Hitchin, under sheriff to J.F.H. Harter of Cranfield Court, sheriff.
