- Scope and ContentStatutes Covered by the Report: Agricultural Rates Act 1896: Article IX deals with appeals to a Special Sessions (held for the purpose in the Petty Sessional Division) or to the Court of Quarter Sessions, by the Surveyor of Taxes or Overseers, against decisions of the Assessment Committee as to the valuation of land covered by the Act. (See QSR1896/4/2/2 and QSR1896/4/2/3.) Burglary Act 1896: This Act gives jurisdiction for the first time to the Court of Quarter Sessions to try cases of burglary. Justices of the Peace shall still commit prisoners charged with Burglary for trial before a Court of Assize, except for cases which are not grave or difficult where he thinks trial before a Court of Quarter Sessions to be expedient. Larceny Act 1896: This Act provides for the indictment and conviction of persons receiving or possessing stolen property, knowing such property to have been stolen outside the UK. Chairmen of District Councils Act 1896: This Act provides that the Chairman of a District Council who has been re-elected on the expiration of a previous term of office may continue to act as a Justice of the Peace without again taking the oaths.
