  • Scope and Content
The Visiting Justices wish to direct attention to the length of the period for which Juvenile Offenders should be sentenced in detention in Reformatory Schools.: this should not be less than five years as the general rule of the managers of such institutions is not to receive offenders sentenced for shorter periods; a boy, who had been sentenced to a months imprisonment and four years detention was necessarily discharged a few weeks ago at the expiration of the term of imprisonment, because attempts which were made to get him received in some Reformatory failed through the term of detention being less than five years.
