[The Visiting Justices] have agreed with the War Office to receive and maintain Military prisoners in this prison; the War Office will not guarantee that the number of such prisoners shall not fall below any fixed minimum, but it is expected that the average number will be between thirty and forty - at present only seven been sent. Mr Couchman, surgeon to the prison, has made an application for an increase in salary - he has been the surgeon of the prison since 1856, during which period no increase has been made, and the Visiting Justices recommend that his salary be increased from £110 to £130.
