The Chairman of the Visiting Justices has received a letter from Mr Perry, one of the Inspectors of Prisons. He shall be unable to report it [the prison] as being entirely in conformity with the provisions of the Prisons Act until further provision shall have been made for the confinement of female prisoners. Encroachments have been made on ground belonging to the County outside the prison wall.
