- Scope and ContentGeorge Peter Livius (chairman), William Higgins, Charles Gillies Payne, William Shove Chalk, Robert Newland, Charles Longuet Higgins with Mr Whitworth Russell, one of the Inspector of the Prisons. Plans drawn out by Mr Gilesthe County Surveyor and forwarded to the Secretary of State's office were examined and it appears that there are several objections to be made to them - viz continuing the system of day rooms as well as respecting the ventilation of the cells. After consulting mr Russell and hearing his recommendations it is thought advisable that a letter be written to the Secretaryof State requesting that Plans approved of by Major Jebb and the Home Inspectors with an estimate the expense should be furnished by the Government Engineer and presented to the Visiting justices in time to be laid before the Magistrates at the ensuing QUarter Sessions.
