The Governor is bound to appear at the next Hertford Assizes on the 28th to give evidence against a man charged with highway robbery and to prove a former conviction. 4 March: Thomas Charles Higgins. In consequence of the statement made in different parts of the County respecting the escape of Thomas Plowman and the dissatisfaction expressed by some Justices in the neighbourhood where the offence was committed ...it is desirable that the Justices make an investigation in order to absolve the Governor of the Gaol if may be and to give their opinion thereon.
