    Bedford Borough Council had planned to create a Middle School from the two schools and a Section 13 notice to this effect was approved by the Secretary of State in January 1973; on Local Government Reorganisation in 1974, Bedford schools came under the direct administration of Bedfordshire County Council as Local Education Authority (LEA) and the LEA, considering there to be no need for an additional Middle School and that what was needed was an additional Lower School in north Bedford decided to reorganise Hazeldene as a Lower School instead. This decision caused some bad feeling and dissent amongst teaching staff, school managers and parents. After considerable discussion the school was finally reorganised as two Lower Schools - Hazeldene Junior School becoming Hazeldene Lower School, Bedford, Hazeldene Infants School becoming The Hills Lower School, Bedford. The file includes correspondence, reports, calculations etc.
