    Letter calls the attention of the court to the cost and inefficiency of the present system of treating juvenile delinquency and invites the co-operation of the justices to secure the adoption of more effectual methods fro remedying and preventing the evils of crime. The letter requests that the matter would be aided if the Magistrates assembled in the Quarter Session would adopt and transmit to Sir George Grey (Home Secretary) and to Lord Lansdowne (President of the Privy Council), the memorials attached to the letter.
