- Scope and ContentComplaints were mainly centred on delays in supply by Luton Borough who were again hampered by the short supply especially of larger 'free' shelters by the Home Office. 'Anderson' type shelters appear to have let in a lot of water and in the marshier areas of the town these were replaced by brick and concrete shelters. N.B. letters to Ellen Wilkinson M.P. by same, exasperated by the delays. The original letters are interesting for their grammar and spelling in showing the incompleteness of the literacy of the residents of the Borough.
