Occurrence Report of PC Charles Busby stationed at Biggleswade who was on duty in the High Street when he saw Frederick Tomlin, Labourer of Biggleswade driving 3 cows, the property of Robert Phipps, Wheelwright of Biggleswade along the street. He had no license. PC Busby went to Robert Phipps and asked why he had not license, he replied that he did not need one as they were only going to the river to drink and back and there was nothing wrong with them.
