M. de Vergennes "is in the Zenith of his career at present, having obtained the Place of President of the Council of Finance". M. de Castrie's "credit is lower if possible than ever". Has not received the courier whom Grantham proposed dispatching to Vienna. M. de Vergenne's behaviour in the business of the mediation of the Courts of Vienna and Petersburg is "unjustifiable in the highest degree".
