    Grantham, London to Fitzherbert, Paris (No 27, draft) Fitzherbert's dispatches and the Spanish Ratifications were received yesterday. Grantham has received the passports in exchange and sends three packets, 200 French, 100 Spanish and 100 American, to be forwarded to the respective ministers. "The Interference of France & Spain in the Accession of the Dutch to the Cessation of Hostilities, is an Affectation on their Part". Grantham agrees with Fitzherbert in wishing the preliminary articles with Holland to be settled before the mediating courts have chance to meddle. The proclamation for the cessation of hostilities is published today. The King's desire for terminating the war has induced him to date it the 3rd rather than the 9th of February in expectation that United Provinces and America will follow suit. The Scots Brigade in the Dutch Service is on the point of being broken. Fitzherbert is to have words with the Dutch Plenipotentiaries to ensure that the officers will be allowed to bring away the colours under which they have "so gallantly served". Fitzherbert to acknowledge to M. de Vergennes and M. de Castries the justice shown by French King on the occasion of the complaint of M. Roquefueille de Bistouse against some British officers in the case of the capture of the Philipine.
