    Fitzherbert, Paris to Grantham, London (private) Whole business was completed last night and preliminaries might have been signed this morning but it was necessary for form's sake that those with this Court should receive the sanction of the "Conseil de Paris" which could not assemble until this evening, and the signature was therefore deferred until tomorrow. As soon as signature taken place a messenger will be dispatched with the Preliminaries and should arrive in London by Wednesday night at the latest. Negotiation with the Spanish Ambassador has given Fitzherbert the most trouble. Had a "downright quarrell" upon the Honduras Article. Dutch negotiation has been carried on to all intents and purposes through the mediation of France. Fitzherbert had wished to avoid this but it was made necessary by M. de Brantsen's "misplaced reserve and stiffness". Anxious to hear Grantham's views. The stipulation for a free navigation on the Eastern Seas may give some satisfaction. In regard to the dependencies of Nagapatam, Fitzherbert has declared to M. de Vergennes that Great Britain understands that to mean only the territory belonging to that settlement and not to the distant factories of Sadrass or Paliacate. No expedient has yet been fixed upon for settling the suspension of arms. Grantham asked to present Fitzherbert's best respects to Mr. Townsend and inform him that Fitzherbert has done everything in his power to assist Mr. Croyden.
