If Fitzherbert is driven to increase the equivalent for Dominica without being able to keep Tobago there are two more propositions which can take place: 1. Tobago. The district round Pondicherry and Karical with fifteen villages as restored by the Treaty of Paris. 2. Tobago with the district round Pondicherry and the eighty one villages round Karical. This is the ultimatum on the subject. Fitzherbert to insist on the restitution of St. Vincents to the point of the peace to be broken off on that account.
