  • Title
    Grantham, St. James's to Fitzherbert, Paris (private, copy) Encloses note which will give France the right of fishing on the banks allotted for their temporary use in Newfoundland. Refers to the précis sent out in Grantham's No 5 (L 29/568/11/2). The orders that were sent out at the time were agreeable to the French. In M. de Vergennes Observations, which accompanied the Articles of 6th October, he extends the Treaty of Utrecht further than the 13th Article of that Treaty expresses. It is impossible to agree further than this. Grantham has never been able to succeed in procuring a promise that the islands of St. Pierre and Miqueton should not be fortified nor in enforcing the restrictions of the Treaty of Paris with regard to Bengal. Hopes enclosed Paper of Observations receives a satisfactory answer from M. de Vergennes. If M. de Vergennes is prepared to go even further than the Paper of Observations, Fitzherbert to draw up a further paper.
