In the hands of Great Britain it is a defence to British possessions. St. Lucia as effectively protects Guadeloupe as Dominica does the British islands. France cannot urge that Dominica is "in any degree" important to her. England never considered Dominica as part of the exchange for Gibraltar but persisted in claiming it as part of the restitutions which were to take place in the West Indies.
