Grantham, St. James's to Fitzherbert, Paris (private, copy) M. de Rayneval laid much stress upon Holland not being allied with France although embarking on the same war. Has since altered his language on the subject. France is by no means anxious for any recognition of the principles of the Armed Neutrality. French court hoped Trincomale would not be insisted upon. Signature of the American Treaty must have a great affect on France. Grantham has made great progress with M. de Rayneval in the articles.
