  • Title
    Grantham, St. James's to Fitzherbert (No 28, most secret & confidential, copy) M. de Rayneval's messenger brought the following propositions: 1. Guadeloupe and Dominica for Gibraltar, and the Spanish peace to be adjusted on the basis of M. Aranda's propositions. 2. Or to those islands add St. Lucia and Martinico, for which last France must have an equivalent in the East or West Indies. 3. If Spain gave up the thoughts of Gibraltar, and England would confide her terms to France, France would charge herself with the negotiation between England and Spain. Unanimous opinion of Cabinet that Minorca and the Floridas should be ceded to Spain; the Bahamas to be restored to Great Britain and the right to cut logwood be preserved. This proposal goes to France through M. de Rayneval. Fitzherbert is to notice the effect that the answer to the Spanish proposals has on the parties concerned. Reiterates the importance of Dominica.
