Grantham, St. James's to Fitzherbert, Paris (No 24, copy) Grantham has conversed with M. de Rayneval on the subject of the French papers. French should be contented with assurances of not being molested regarding the fisheries. If France will not be contented with any islands but St. Pierre and Miquelon and will not consent to have restrictions put on them as by the Treaty of Paris, assurances should be given that the islands will not be fortified. Britain should have Gambia on same footing as the French have Senegal. Trade on other parts of the coast to be settled either by the definitive treaty or a future arrangement. Dominica has advantages of wood, water and harbour - a strong temptation to France not to part with it. St. Vincents must be restored. Has reason to suppose that Spain wishes France to facilitate some exchange for Gibraltar by a cession of some French islands. The French pretensions to a territorial revenue of at least half a million sterling round Pondicherry and Karical in India is not to be admitted. The Article of Commerce should not make part of the preliminaries. Anxiously awaits news of the Dutch and Spanish pretensions.
