    Answer to the English Memorial by M. de Vergennes (copy), enclosed in L29/568/30/1. 1. Fishing in Newfoundland. King consents to give up the right of fishing he has acquired by virtue of article 13 of the Treaty of Utrecht from the Cape of Bona Vista to Cape St. Jean under condition that his subjects will fish alone and to the exclusion of the English. Demands one or more islands over which the King will have full sovereignty. French subjects are to have the rights of fishing as in the Treaty of Utrecht. They need to have wood for their bonfires and for the repair of ships and the right to beach their boats in the winter. French are to have the right to use the island of Bellisle as before. 2. Africa and the "Traite des Negres". France to keep Senegal as before the war of 1755 with St. Louis, Podor, Galam, Arguin, Portendie and the island of Goree. Britain will keep Fort James in the River Gambia. Regarding the rest of the coast of Africa, the two nations will keep what they possess and continue on the same footing as before the present war. Each nation will be free to establish trading stations. 3. East Indies. Restoration of all establishments as before the war. All the trading stations in Bengal are to be returned to France without restriction and with liberty of commerce. Restoration of territories to the time of 1754. Free commerce on the coast of Orixa, Coromandel, Alabar, Surat. King has not been informed of the arrangements that his generals have contracted with the Indian prices. Demands an armistice for one year, if the allies of the King accept it, during which one could treaty for the conditions of peace. 4. West Indies. Restitution of St. Lucia and the keeping of Dominica and St. Vincent. Will give up Tobago, Grenada with Grenadines, St. Christopher, Nevis and Montseurrat. 5. Dunkirk. All stipulations under the Treaty of Utrecht are to be declared null and void. 6. Commerce. If Britain is unable to admit articles 8 and 9 of the Treaty of Navigation and Commerce of 1713, it is to be null and void. King wishes to extend the trade between the two nations.
